Indiana tightens when public-library budgets need city or county sign-off

Public-library budgets in Indiana would face binding review by the local fiscal body at a lower threshold under a bill (SB0008) that cleared the Senate 31-13 on January 26 and is now under House review. The measure changes the percentage increase in a proposed library budget that triggers binding review by the applicable county, city, or town fiscal body.
Indiana law already gives elected fiscal bodies a check on public-library spending growth above a set percentage. Lowering that trigger would route more library budgets to that review.
Sen. Byrne was primary sponsor. Eight additional Republican legislators signed on as sponsors.
