Kentucky expands access to behavioral health services on unanimous votes

Kentucky moved to broaden access to behavioral health services with House Bill 470, which Gov. Andy Beshear signed on April 9. The measure carries an emergency clause and took effect immediately. The bill adjusts how behavioral health providers can deliver and bill for services across the state.
HB470 cleared both chambers without opposition. The House passed it 97-0 on Feb. 9 with one committee substitute and two amendments. The Senate added another committee substitute and passed it 35-0 on March 18. The House concurred in the Senate changes on a 91-0 vote on March 30, completing legislative action.
