Kentucky overhauls its unemployment insurance rules

Kentucky's unemployment insurance system will operate under a revised set of rules after Gov. Andy Beshear signed Senate Bill 136 on April 12. The bill, which carries an emergency clause, took effect immediately. It adjusts eligibility, claim filing and employer contribution provisions in the state unemployment statutes.
SB136 passed both chambers without a single no vote. The Senate cleared the original bill 38-0 on Feb. 9. The House passed it 96-0 on March 30 with a committee substitute. The Senate concurred in those changes 37-0 the next day, sending the bill to the governor's desk.
