Kentucky agency funding bill heads to law with line-item vetoes

Kentucky's package of mid-cycle funding and policy directives for state agencies cleared the General Assembly and reached Gov. Andy Beshear's desk as Senate Bill 197. Beshear used his line-item veto authority on April 26, striking specific provisions while letting the bulk of the bill take effect. The measure carries an emergency clause.
The Senate originally passed SB197 36-0 on March 5 after adopting a committee substitute and two floor amendments. The House cleared the bill 82-7 on April 14 with its own committee substitute. The Senate concurred in those House changes 35-1 the same day.
Sen. Wheeler is the primary sponsor. Sens. Madon, Funke Frommeyer, Mills and Webb co-sponsored, all Republicans.
