Michigan HB 5745 passes both chambers and heads to governor for signature

By Alex Smith

Michigan HB 5745 has passed both chambers of the state legislature and is now heading to the governor, following a House vote on May 19, 2026, with immediate effect. The bill would amend sentencing guidelines under the Michigan Code of Criminal Procedure to address the crime of intentionally discharging a firearm from a vehicle or at a dwelling or potentially occupied structure.

The bill was sponsored by Rep. Cynthia Neeley along with 18 co-sponsors. In the House, the bill moved through a series of procedural steps on May 14, 2026, including a motion to discharge committee, a suspended rule, adoption of a substitute version labeled H-1 and placement on third reading before final passage. The House referred the bill to the Committee on Civil Rights, Judiciary, and Public Safety on May 19 before passing it with immediate effect. No vote counts appear in the available action log. The bill now goes to the governor, whose signature would enact the amended sentencing guidelines. Because the House passed the bill with immediate effect, the changes would take effect as soon as the governor signs it if that designation is upheld.
