Minnesota HF 3489 passed both chambers and presented to governor

Minnesota HF 3489 has passed both chambers of the Legislature and was presented to the governor on May 20, 2026. The bill would require licensing boards to report certain conduct, establish grooming as a criminal offense and set related criminal penalties, and appropriate money for those purposes.
The bill was sponsored by Rep. Bennett along with 10 co-sponsors. The House repassed the bill as amended by the Senate on May 16, 2026, by a unanimous vote of 133-0.
