Health occupation licensing rules updated across nine fields and heads to governor

Minnesota HF 3825, a wide-ranging health occupations bill, has passed both chambers of the Legislature and was presented to the governor on May 20, 2026. The bill modifies licensing and scope of practice for more than a dozen health professions, including acupuncture, social work, dentistry, pharmacy and nursing, and establishes new registration and licensure frameworks for massage therapists, Asian bodywork therapists and music therapists.

Primary sponsor Repinski, joined by one co-sponsor, guided the bill through the House. The chamber repassed the measure as amended by the Senate on May 16, 2026, by a vote of 123 to 10.
