Excavation notice system rules updated and electronic response required, heads to governor

Minnesota Senate File 4339 has passed both chambers and was presented to the governor on May 20, 2026. The bill modifies certain requirements governing the state's excavation notice system and adds a provision requiring electronic positive response, a process by which utility operators confirm they have reviewed dig notifications submitted by excavators.

The bill was sponsored by Sen. Hoffman along with two co-sponsors. The House passed the measure on May 16, 2026, by a vote of 133-0. The bill was placed on the House calendar on May 14, returned to the Senate on May 17 and was formally presented to the governor three days later (source: https://openstates.org/mn/bills/2025-2026/SF4339/).

The bill now awaits action by the governor, who may sign or veto it.
